Council is committed to obtaining best value for money in all its procurement activities. Best value for money is determined by considering all factors relevant to a particular purchase, for example, experience, quality, reliability, product/service support history, timeliness, service, initial, ongoing and whole of life costs, fitness for use, environmental impact, expedient product recall and related practices which may impact on benefits and costs. Value for money does not necessarily equate to ‘lowest price’.

In order to enhance opportunities for local business and industry, local suppliers will be considered for purchasing agreements on the basis of value for money, capability and efficient purchasing practices. Council will endeavour to support local businesses by:

  • Actively seeking potential competitive local supplies, suppliers, contractors and consultants.
  • Where relevant, encouraging potential prime contractors to give local subcontractors assessments a weighting of 15% of the total tender score for local supplier content.
  • Ensuring that specifications and purchase descriptions are not structured so as to potentially exclude local suppliers and contactors from being the prime supplier/contractor

We strive for a strong customer service culture in all areas of our service delivery, including procurement and accounts payable. Our focus is to ensure you are paid on time for the goods, services and or works provided. To help us achieve this there are some simple things you can do.

What you can do?
✔ Ensure you have contact details and a purchase order number from your engaged staff member.
✔ Ensure invoices are raised in your correct business name and your ABN.
✔ Submit your invoice directly to the accounts payable email accounts.payable@clarence.nsw.gov.au
✔ Make sure the invoice references the correct purchase order number (we can not pay with the order unless the invoice had a purchase order number).
✔ Make sure your ABN and GST details are provided and your invoice is tax compliant.

Doing this will ensure your invoice is correctly rendered and will assist us to pay your invoice promptly.

Statement of Business Ethics

The Statement of Business Ethics provides the ethical standards for all Council officers (Councillors; staff) and all stakeholders (customers; contractors) particularly as they pertain to commercial operations (e.g., value; impartiality, and fairness).

Contractor Public Liability Risk Matrix

The matrix assigns appropriate coverage based on the scope and risk of the contractor's work. Public liability levels for contractors vary by category:

 Construction ($20M) covers major works like demolition and asbestos removal.

  • Builders, Asbestos Removal, Demolition, Concrete Pumping, Surveyor, Shed Installers, Waste Removal, Slashing, Surveyor & Survey Equipment, Traffic Control, Underground Boring, Asphalt Sealing & Repairs.

 Build Support/Minor Event Contractors ($10M) includes non-structural work.

  • Electrician, Plumbers, Concreter, Hydraulic, Tree and Arborist Services, Security.

 Small Trades ($5M) applies to maintenance work under $4999.

  • Cabinet Maker, Carpenter, Brick Layer, Handyman, Tiler, Fencer, Painter, Glazier,
    Plasterer, Pressure Cleaning, Carpet Cleaning, Floor Sanding, Waterproofing, Parks and Gardeners, Lawn & Garde Maintenance, cleaning Contractors, Removalist, Air Conditioning sales & services, Pest Controller, Pool chemical Parts and Cleaners. 

CVC accepts risk for industry consultants, trainers, or entertainers working at CVC's request.

  • Presenters, Musicians, Artists, Entertainers, Workshops, Consultants, Trainings.

We are here to provide support for all current and potential contractors and sub-contractors doing business with Clarence Valley Council.

Council will be hosting in person and online contractor engagement sessions that will help you understand Council's supplier requirements, including purchase order processes, insurance compliance, and keeping business information up to date. Our expert panel will be sharing insights into Council’s procurement processes, industry compliance requirements, and best practices for working with Council.

Following the presentation, you are invited to take advantage of a networking session to connect with other contractors and speak directly with Council staff in a 1:1 setting.
